Based on his experience as an scientific expert on aggression, and his experience working as a director in the United Nations (including responsibility for the United Nations International Year for the Culture of Peace), he proposed a two-pronged approach. He said that first we need to continue developing consciousness that a culture of peace is possible. And second, we need to begin developing an institutional framework for a culture of peace to replace today’s institutions mired in the culture of war.
